In many states, legislators’ travel expenses are extremely limited or are paid entirely out-of-pocket. The stipend program works in part with the new state dues structure by allocating funds for states to send two legislators (one per chamber) per meeting, in an effort to help underwrite the cost of participating.
Stipends are valued at $1,500 and cover the NCOIL registration fee, as well as reasonable travel and meal expenses.
Per NCOIL policy, all stipend requests must be made 21 days before the meeting they wish to attend. Current years NCOIL dues must be paid for Spring Meeting participation. Please refer to the guidelines below to review the selection process of stipend recipients.
