NCOIL Releases 2024 Spring Meeting 30 Day Materials

The National Council of Insurance Legislators (NCOIL) released the 30-day materials for the 2024 Spring National Meeting in Nashville, Tennessee from April 11-14.

NCOIL CEO, Commissioner Tom Considine, said, “The turnout from both legislators and interested parties is very strong, and I think that’s due in large part to the interesting items we have on the agenda. We look forward to another NCOIL Meeting filled with thoughtful and productive policy discussions.”

Among the highlights for the Spring Meeting agenda are:

  • The Workers’ Compensation Insurance Committee will hear presentations on workers’ comp alternatives for independent contractors, and on experience ratings and their role in the subrogation process. The Committee will also hear a “structured settlements 101” presentation following the amendments made last year to the NCOIL Model State Structured Settlement Protection Act.
  • The Joint State-Federal Relations and International Insurance Issues Committee will continue development of the NCOIL Mental Health Parity Model Act, and hear an overview of the new prior authorization rules from the Centers for Medicare & Medicaid Services (CMS). The Committee will also consider a Resolution Reaffirming Support for the U.S. State Based System of Insurance Regulation in Response to Growing Federal Encroachment, sponsored by Rep. Tom Oliverson, M.D. (TX), NCOIL President, and Asw. Pam Hunter (NY), NCOIL Vice President.
  • The NCOIL-NAIC Dialogue will discuss: the NAIC’s recent Spring Meeting and the NAIC’s 2024 Priorities; the adoption and implementation of the NAIC’s Model Bulletin on The Use of Artificial Intelligence Systems by Insurers; the NAIC’s “Framework for Regulation of Insurer Investments”, including the proposal relating to the SVO’s Ratings Discretion Process; auto and home insurance affordability and availability crises; the NAIC’s efforts to support financial literacy courses in high schools; and the work of the NAIC’s Accelerated Underwriting (A) Working Group.
