Overview
NCOIL adopts Model Laws for States to consider enacting into State law in a way that meets that State’s local needs and realities. NCOIL Model Laws must be sponsored by a legislator, adopted by an NCOIL policy committee, and then ratified by the NCOIL Executive Committee.
Each Model adopted by NCOIL is reviewed by the Committee of original reference every five (5) years. The respective Committee can then vote to readopt the Model for an additional five (5) years, readopt the Model for an interim period to allow for additional study or drafting, amend and readopt the Model, or allow the model act to “sunset.” The respective Committee may also at the time of adoption, or, subsequent to adoption but not before the one-year anniversary thereof, decide that a Model shall be reviewed after a two (2) or three (3) year period.
NCOIL also adopts Resolutions on specific issues that often encourage States, Congress, or federal agencies, to take certain actions or to stop certain actions.
NCOIL Resolutions must also be sponsored by a legislator, adopted by an NCOIL policy committee, and then ratified by the NCOIL Executive Committee. There is no re-adoption process for NCOIL Resolutions.
