About NCOIL Membership
All states are NCOIL members. A majority of member states are also contributing states which means that the state contributes annual dues to the organization. Benefits of contributing membership status include being able to serve on the NCOIL Executive Committee; serving as a Chair or Vice Chair of NCOIL policy committee; participating in the legislator stipend program; and being able to host an NCOIL National Meeting.

Corporate & Institutional Partners
The NCOIL Corporate & Institutional Partners (CIP) Program, modeled after those existing at the National Conference of State Legislatures (NCSL), the Council of State Governments (CSG), and the National Lieutenant Governors Association (NLGA), and the State Legislative Leadership Foundation (SLFF) has been extremely beneficial in serving as a stable source of financial support for NCOIL independent of specific Meeting programming. Legislator & Staff Participation
NCOIL and the Insurance Legislators Foundation (ILF), an independent 501(c)(3) organization separate from NCOIL but committed to its growth, offer travel stipend and scholarship opportunities for legislators and staff to attend NCOIL National Meetings.
